Quadruple verify timing mark on the pulley is accurate?
If it's not running at 12° but is at 50° I'd probably not be so trusting of the readings.
Can you static time it? (Set crank @12°, key on, rotate dizzy until coil fires?)

Launch/matco maximus will bring up plenty of cam position data in datastream, I haven't tried any other scan tools but you don't need VIDA. On the 5 cylinder the exhaust cam is about 10° advanced at warm idle (~50% duty cycle).

Assuming the pump is actually dead and you didn't pour a gallon of rust into the tank I'd suspect it is an unfortunate coincidence.
Before you call the pump dead id jump the fuses, check for 12v and ground at the pump, then lightly smack it with the handle of a screwdriver and see if it starts...
