So today I pulled the fuse panel out to add a wire, and the newest chapter of previous owner ****ery unveiled itself.
Found 2 wires, a green/red and a black cut after 10 cm. Both are oem installed wires judging from the plastic sleeve.
Looking from the drivers point of view:

The first is off A2, the second off B5, speed signal issues.
It throws them both on a cluster that stops at 60 miles, and one that works apparently flawlessly.
It can be erased but returns as soon as the car moves.
They are not letting me engage cruise control.
