1993 Volvo 240 speedometer not working

Right, in some ways...

The "high idle after speed" issue is a result of no VSS signal to the ECU. Could be a sensor issue if the speedometer doesn't work. The vehicle speed sensor (VSS). Could be a wiring issue too, a VSS wire fault especially at the differential connector. Or the wiring issue caused by someone connecting the tach signal from the coil (white/red wire) to the speedometer's VSS output meant for the cruise.

However that is the result of a speedometer killed dead by the owner.
