93 240 hard start when wet

My 93 240 wagon today when I changed the oil, I took a hose and washed under the engine. After I let it down and put oil in it, it wouldn't start. Wanted to start but wouldn't. Let it sit for about 10-15 minutes and started right up. As if something had to dry out. Any ideas? Also has happen a couple times before , if it's raining hard and drive through water.

Water in the distributor cap somehow? Check it for cracks/bad seal.
