Generally speaking, shimming the pump isn't going to increase the pressure. It's a pressure relief valve, but only for excessive pressure, the sort that could split an oil filter, or pop those transfer seals out. Usually you're only going to see pressure like that on a cold start, if you rev it up. It will almost never be on the pressure relief setting when the engine is warm, even new and revving high.
And I really don't think hydraulic valve lifter really use much more oil volume than solid lifters do - they do respond to the oil pressure pressure present in the lifter galleries, but unless they're way worn out and leaking internally, they don't really consume much oil. most of the oil they use is leaking around them from the bore, same as happens with a solid lifter.
