240 Broken Speedometer

The speedometer in my Grandmother's 1993 Classic 240 is inop.

I have 2 dash clusters (both k39200)
One dash cluster speedometer works/is accurate, but stops at 30mph (doesn't go any higher)
The second cluster speedometer does not work at all.
All other functions on both clusters work.

Could this be two defective clusters, defective speedometers or is it something on/in the car?

Late 240 instrument clusters are very problematic.

Last year I had to repair my speedo. Problem was the connector for the sensor in the diff had corroded and the wiring fell apart. I bought the connector with contacts and wiring from Dave Barton. Spliced that in and it's been fine since then.

I would verify that the cable from the rear end is intact and good to go. The speedometer picks up off of the rear pumpkin and is electric. If the sensor is bad or the wire is bad you'll get funky or no readings from the speedometer.

Yes, I bet two "problematic" speedometers. Your sender and wiring seem to be okay as verified by the accuracy of the one that stops at 30. There's a good chance the one that stops at 30 does so because the speedometer was disassembled in a dirty work area where a small piece of iron got lodged in the meter movement between the coil and the magnet. The dead one could be the victim of a misplaced tach wire at some point. Can't say it enough, keep that white/red wire away from the cluster unless you plug it on a tachometer.

As you ask my main symptom was no speedometer and no odometer movement. The wires had broken right at the connector going into the sensor.

CleanFlameTrap was correct regarding one of the speedometers being stuck.
I sprayed some deoxit and dislodged it, now it moves freely.
Speedometer is now reading the correct speed.

The OBD still has a 3-1-1 code (Speedometer signal to ECU missing)
Is this indicating that the sensor in the rear diff or the sensor at the front wheel have to be replaced?
Will this cause the car to run lean or rich or have no affect? (The car also has a 3-2-2 and 2-3-1 code, not sure if they are affiliated)
