No start w new relay unless jump fulse #5 & #7

I have been driving my 83 245T with fulse #5 & #7 jumped for few weeks and finally got a new relay from fcpgroton last Friday. Put it on, still NO start. Jumped fulse again (both left and right sight), car started with no problem.

Here are things that have done in the past few months:
new in-tank pump
new (used) main pump

Another weird problem is the car will die when the tank is half full, like running out of gas. I guess something wrong with the in-tank pump.

Any ideas about the relay problem?

check

clean, replace fuse 13.
check black wire from pin 31 on fuel pump relay and make sure its a good ground, make sure its plugged in halfway there should be a connector. good luck

Also make sure your connections at the ignition coil are in good order, one of the red-white wires connected to terminal #1 (-) goes to the fuel pump relay socket.

To verify your in-tank pump runs, remove the #5 fuse and jumper the #7 fuse to the right side of the #5 fuse holder, you should hear only that pump running. Listen through the fuel filler if necessary.

I checked the black wire and fuse 13 this past weekend. The fulse looked good and the plugg under the dash seemed ok. But I could traced it to the ground point. Where is it?

The connection at ignition coil is ok. Both pump run good. I took the in-tank pump out and notice the fuel gauge "sending unit" won's slide down if I move it up above the mid point. Is this normal? Will gas lubricate and make it slide down when it is in the tank?

Don't know where there fuel pump relay ground point is. Doubt the fuel sending unit behavior is normal but if your fuel gauge is reading normally I would not worry about it.
