Picked a 90 240. Help with a few issues

Those are likely the front and rear wiper motor relay connectors. OP said the front wiper motor does not park and the intermittent function does not work. There should be a black relay for the front wiper motor and a yellow relay for the rear wiper motor.
The plug does look like a relay plug. Just 2 rows of connectors

Cruise...if you pull up on the brake pedal with your toe (while driving), does cruise work? I just had to adjust the height of the little switch on the brake pedal to enable cruise engagement w/o holding up the pedal with my foot.

I’ll try that but this might be the problem First time messing with a Volvo cruise control

This is kind of weird. I thought there might be a left and right bearing mount bit there isn’t. It drives okay. Going into a right hand corner it seems to dip a bit. The swaybar bushings and everything look old and crusty, but I’m going to replace them.

For troubleshooting cruise control on '90+ 240s, I take the vacuum line off of the pump in the engine bay by the driver's side hood hinge and suck on the line. If the system holds vacuum you'll actually see the throttle open. The issue is often the valve on the brake (and clutch pedal) the o-ring is an SAE size, I can't remember off of the top of my head. Sometimes the plunger on the switch is broken too. Cruise control also needs your brake lights to work.
I figure of missing a line. I’ll take another look.

Here is the relay that is down by my left foot and 2 other plugs not being used
the relay that's the there is the headlight relay, the one to check for a melted socket... your looks ok
the empty ones are for the wipers, you'll need to get some replacements

from Dave's site here is a melted headlight relay, down at the drivers feet, like on a '90 not somewhere else like a '93

That is certainly a lot easier to get at. Both my 1991 240 SE and a customer's 1993 240 have the relay clipped to the dash. A real PITA to service.
 
I swapped the headlight step relay from another car. Had to clean the pug contacts. It worked okay in the other vehicle.
But now the wagon it is now only low beam, no high beam.

Try grounding the brown wire that goes to the turn signal stalk/dimmer switch. I don't know whether the dim/dip relay goes into a default position when the key is turned off, or, if it stays in the last position it was put in. IOW, it is possible you have a dimmer switch that is not making the ground contact.
