So no you cant get a vacuum leak from a canister making pressure (hydrogen). Now as far as the skepic people or those who have tried or heard stories. There is more to it then just sticking some wires in there and putting voltage. There is a scientific ratio of how many feet and wraps of the stainless wire per generator size. All I can tell you is that I have seen it work. It even makes the exhaust have a weired smell. Basically the 100 percent water will not conduct electricity. It is all the impurities like iron etc. that make water conduct like in a home sink with dryer. So with no inpurities no short. The baking soda to again a scentific measure allows the water to slightly conduct and burn the hydrogen out of the water equalling more igniter fuel to the engine.
